Учреждено 23 сентября 1950 по Закону о внутренней безопасности [ Internal Security Act of 1950] 1950. Известен также как закон Маккаррена-Вуда [ McCarran-Wood Act] или закон Маккарена [McCarran Act]. Обязал Коммунистическую партию США [ Communist Party of the United States] зарегистрироваться в Министерстве юстиции [ Department of Justice, U.S.] в качестве подрывной организации [subversive organization]. Члены партии регистрировались в качестве "иностранных агентов".
